I have noticed two distinct cases in the news from different parts of Germany and someone sent me a similar video that appears to be couple of months old, so I believe this is rather widespread phenomenon.
I believe they all did not get the same idea spontaneously, likely someone created the wording and spread it through social networks and it just became popular.

Although the video from one particular angle appeared to show what I was describing and more internet users made the same conclusion as I did there are videos from other angles and it is clear the cop was not apprehending the organizer but someone who actually came to help the asslifter when subdued by the organizers (I guess an asslifter no 2).

Nevertheless, the cop was not adequately backed-up, German women cops were just screaming around, the asslifter no. 1 somehow got free and stabbed the cop apprehending his buddy. Another cop then shot the asslifter.

You are right, the police's behavior was completely unprofessional and inappropriate. I also noticed the 7? policewomen were jumping around like frightened chickens instead of doing something useful.
