So apparently this is how you eliminate petty crime problems..you simply don't prosecute offenders. Convenience store owners will no longer be able to have thieving nighers arrested for shoplifting because such judicial procedures are unproductive in "communities of color."

If niggers are raping thousands of women in the USA every year, and you suddenly decide to not prosecute and/or arrest niggers when they commit rape, then the number of rapes committed by niggers will significantly decrease!

And to improve the quality of law enforcement, you should penalize the men and women that accuse niggers of raping them. That will teach them a lesson.
