he owner of Cadillac Pawn & Jewelry, a store in Minneapolis, Minnesota, shot and killed a suspected looter, according to a reporter for the Minneapolis Star Tribune. However, police said in a press conference that this was only one theory being investigated in the shooting death of a man found lying on a sidewalk near the store.

Heavy has now confirmed through jail records that the store’s owner, John Richard Rieple, 59, of Wisconsin, has been booked on a murder accusation.

Fortunately, the requirement for m2m was lifted years ago after the numbers started coming back which reflected that potential good Samaritans were simply walking away rather than rendering aid during emergencies. It seems that in the post AIDS era, no-one wanted to take the chance even if they were qualified so they just stopped trying. Now, legally, the only 2 requirements are that if you start, you may only stop when you are relieved by first responders or you are too physically exhausted to continue. Either do those two or nothing at all and you cannot be sued under good Samaritan laws but you don't have to render m2m at all. Even police are not required to perform CPR and m2m is a huge no-no for any first responders. EMT's are required to do CPR but use the pump for air and are trained in 2 man CPR.

Bottom line is that mouth to mouth is out and not recommended as part of any approved training for CPR. It is still taught in the course but for information only. In other words they are saying - if it is a family member and you trust them, here's how to do it but we can't tell you whether or not to take your life into your own hands either way.
