unfortunately exploitation is very hard for resources. The Chinese found this out day one, You have to build roads, railroads, powers stations, housing for food, etc.......First they try to hired locals, they found them to be unworkable. So they hire much more expensive Chinese workers. So they had to educated some niggers to do middle management to work the niggers. It comes with a huge support network to get the niggers working basically.
